A qualified domestic relations order (QDRO) is a legal order that establishes your client's legal right to receive a designated percentage of their spouse's retirement plan account balance or benefit payments.  QDROs only apply to employee benefit plans that are covered by the Employee Retirement Income Security Act of 1974 (ERISA), the law that governs private sector pensions.  Examples of retirement accounts NOT covered by ERISA include State and Municipal retirement plans and  Federal Retirement Plans.
